Jabodetabek Toll Tariff Integration: What It Means for Material Delivery Costs

Draft rules on Jabodetabek toll tariff integration are being finalised by the Ministry of Public Works, which wants the harmonisation process completed soon. According to Liputan6 (29 Oct 2026), the aim is to spread traffic more evenly across connected toll roads, including the corridor to Tanjung Priok Port. For building-material distribution, the outcome depends on the tariff level finally set.

What Jabodetabek toll tariff integration means
Sony Sulaksono Wibowo, a member of the Toll Road Regulatory Agency (BPJT), said the government is preparing a legal basis to manage trips across connected toll sections as one network. Toll construction has already been planned as a single network under the National Toll Road Network Master Plan 2020–2040. However, differences in construction order, delays to supporting sections and tariff gaps have left some sections congested while alternatives remain under-used.
One focus is the corridor of the Cibitung–Cilincing, Jakarta–Cikampek and Tanjung Priok Access toll roads. Integrating these three is expected to speed up the movement of goods from industrial estates east of Jakarta to the port. Many trucks carrying cement, rebar, tiles and imported building materials also use this corridor.
Concerns from logistics operators
Public support is fairly strong: an FKBI online survey found 74.1% of respondents in favour. However, Sugi Purnoto, senior consultant at Supply Chain Indonesia, warned that the tariff scheme must consider freight operating costs. In his simulation, tolls absorb about 7–14% of drivers' trip money on existing routes, and in a scenario where logistics trucks use the toll sections the share could reach 28–40%. He said physical connectivity must come with tariffs that let drivers cover their operating needs.
What it means for building-material buyers
Delivery costs for heavy materials depend heavily on distance, travel time and toll fees. If integration makes routes smoother without raising the burden on trucks, delivery times to projects can become more predictable. If the toll share is too high, some drivers may return to busier arterial roads. Contractors should ask suppliers to itemise delivery costs and routes, and schedule deliveries outside peak and truck-restriction hours.
homeX, an Indonesian one-stop building materials and furniture service platform with a showroom, warehousing and delivery, follows rule changes like this because they directly affect route planning and delivery schedules for projects in Jabodetabek. Final tariffs and the start date have not been announced, so the figures above are still simulations and survey results.
