Galvanized Steel Anti-Dumping Probe in Indonesia: What It Means for Roofing and Light Steel

Indonesia's galvanized steel anti-dumping investigation into zinc-coated steel (BJLS) from China was opened by the Indonesian Anti-Dumping Committee (KADI) on 15 September 2026, following a petition from PT Tata Metal Lestari and PT ArcelorMittal Nippon Steel Indonesia. As of early November 2026 no duty applies, but the 60-day window for provisional measures closes around mid-November. Contractors and hardware stores should watch prices of metal roofing, light steel trusses and galvanized wall cladding.
Key Facts
- KADI opened an anti-dumping investigation into BJLS imports from China covering nine HS codes, including 7210.49.11 and 7212.30.12 (2026-09-15, source: KADI, Ministry of Trade, 15 Sep 2026).
- Indonesia imported 2,562,407 tonnes of BJLS in 2023–2025, of which 2,075,801 tonnes (about 81%) came from China (2026-09-15, source: KADI, Ministry of Trade, 15 Sep 2026).
- According to SMM, Chinese material supplied about 52% of national BJLS consumption in 2025, while domestic selling prices fell 21% against a 14% fall in cost of goods sold over 2023–2025 (2026-10-01, source: Shanghai Metals Market (SMM), 1 Oct 2026).
- The investigation lasts up to 12 months, extendable to 18; provisional duties could apply no earlier than about 14 November 2026 (2026-10-01, source: Shanghai Metals Market (SMM), 1 Oct 2026).
What the galvanized steel anti-dumping case covers
Zinc-coated steel is carbon steel with a zinc layer that protects it from rust. In construction it is the base material for light steel roof trusses, metal roofing, wall cladding and gutters. Trade measures on BJLS therefore reach hardware stores quickly, even though the case covers sheets and coils rather than finished products.
KADI said its review of preliminary evidence found rising BJLS imports from China that caused injury to the domestic industry. The legal basis is Government Regulation No. 34 of 2011.
Price and volume evidence in the petition
An analysis by Shanghai Metals Market (SMM) published on 1 October 2026 summarises the case. The petitioners and supporting companies are said to represent about 76% of domestic output. Over 2023–2025, domestic selling prices fell faster than production costs, so local producers' margins narrowed every year. Chinese material was cheaper than local product in every year of the review period. SMM also notes that a rise in consumption of about 165,000 tonnes was filled almost entirely by Chinese imports.
Timeline: when a duty could apply
Under WTO rules cited by SMM, provisional measures cannot be applied earlier than 60 days after an investigation opens, so a provisional anti-dumping duty could start around 14 November 2026 at the earliest, and only after an affirmative preliminary finding. A final duty is set by a Minister of Finance Regulation (PMK) after KADI sends its recommendation to the Minister of Trade. Until a PMK is issued, imported BJLS carries no extra tariff.
What it means for roofing and light steel buyers
In the short term, SMM expects Chinese galvanized steel to remain available. In the longer term, if dumping is proven and duties are imposed, imports would fall and local producers are expected to raise output. Store prices could move as a result, but by how much is not yet known. Practical steps for year-end projects:
- For projects with large roofing and truss volumes, lock in quotations with a clear validity period before mid-November.
- Compare local and imported brands on the same specification: BMT thickness, coating class and the SNI mark on the finished product.
- Keep dated records of prices per length or per sheet so changes are easy to compare if a tariff arrives.
