New plaster is alkaline and absorbent; an alkali-resisting primer prevents patchiness, blistering and peeling and saves topcoat. Use exterior primers (e.g. Nippon 5100, Weathershield, Jotun Ultra) outside and interior primers inside. Let plaster cure ~28 days before painting.
