Mandatory SNI for Tempered and Laminated Safety Glass as Indonesia Widens Surveillance to 45 Standards

The industry ministry has widened surveillance to 45 standards, and mandatory SNI safety glass rules for tempered and laminated glass are coming — here is what buyers need to know.
Indonesia's Ministry of Industry is widening its surveillance of the Indonesian National Standard (SNI) to make sure products sold in the domestic market meet quality requirements. At the same time, the rule making SNI mandatory for building safety glass is in its transition period. For building-material shops, contractors and homeowners, both developments underline that the SNI mark is becoming ever more important when choosing building materials.
45 standards and 78 brands monitored by September 2026
As reported by TopBusiness and Tribunnews on 11–12 October 2026, the ministry's surveillance had covered 45 SNI standards by September 2026, up from 28 the previous year. The number of brands monitored reached 78, compared with 73 last year. The government also plans additional surveillance of six standards and nine brands in October–November 2026. Checks take place at factories and in the market, including spot testing of products that are already required to meet SNI, based on Industry Minister Regulation No. 45 of 2022 and the mandatory-SNI rules for each product group.
Industry Minister Muhammad Sarmuji said SNI not only protects consumers but also works as a technical barrier against substandard products. Its application therefore needs to be selective so that it does not end up hindering domestic production and industrial growth. Emmy Suryandari, head of the ministry's Agency for Industrial Standardisation and Services Policy (BSKJI), stressed that SNI ensures local and imported products meet the same quality standards.
Only 131 of 5,552 industrial standards are mandatory
Of the 5,552 SNI standards in the industrial sector, only 131, or about 2.4 percent, are mandatory. For many products SNI is still voluntary, so buyers need to check certification and specifications actively before purchasing.
Mandatory SNI for building safety glass is coming
One of the newest mandatory standards for building materials is Industry Minister Regulation No. 22 of 2026 on mandatory SNI for building and panel safety glass, promulgated on 31 July 2026. It covers two standards: SNI 9144-1:2022 for laminated safety glass and SNI 9144-2:2022 for tempered (toughened) safety glass. The obligation applies six months after the regulation took effect, meaning it becomes effective in early 2027.
The rule applies to both domestic and imported products. Certification uses a type 5 scheme: an audit of the production process and the ISO 9001:2015 quality management system, plus quality testing. Approved products must carry the SNI mark and an electronic mark. Under the transitional provisions, glass produced or imported before the regulation took effect may still be sold through to end users.
Tips for choosing SNI-certified glass and building materials
For glass doors, shower partitions, railings, canopies or large windows, use tempered or laminated glass and ask for its SNI certificate. Look for the SNI mark on the product or its packaging, not just in the brochure. For products where SNI is mandatory, such as cement, reinforcing steel bars and ceramic tiles, avoid items without the SNI mark even if they are cheaper. Keep receipts and product data as evidence in case of a claim.

FAQ
What is the difference between tempered and laminated glass?
According to Regulation 22/2026, tempered glass is pre-stressed so that when it breaks it shatters into small, blunt pieces, while laminated glass consists of two or more sheets bonded with an interlayer so the fragments stay attached.
Does older glass without the new SNI mark have to be withdrawn?
No. Glass produced or imported before the regulation took effect can still be sold through to end users.
How many industrial SNI standards are mandatory?
131 out of 5,552, or about 2.4 percent.
