CNBC Indonesia and detikProperti report that the IKN Authority is developing civil-servant housing through a PPP scheme covering apartment towers and landed houses. For the eight towers, PT Nindya Karya and PT Nindya Estate Management act as initiators: 288 apartment units of 190 m² in WP 1A, on a 6.84-hectare plot, with an investment of Rp2.629 trillion.

A 14 October 2026 notice on Nindya Karya’s website locks in the same figures and adds physical detail: 68,390 m² of land and 82,666 m² of total building area. Item-by-item finishing volumes have not been published, so we do not estimate them.

109 ASN landed houses with Intiland in WP 1B

On 6 October 2026, PT Intiland Development Tbk, through project company PT Seratus Sembilan Nusantara, signed the agreement to build 109 ASN landed houses in WP 1B of KIPP IKN. Each house is 390 m². The 9.17-hectare site splits into Plot 1 with 79 units on 6.6 hectares and Plot 2 with 30 units on 2.4 hectares. The investment is Rp2.819 trillion.

The cooperation lasts 10 years: two years of construction and eight years of service. Completion is expected in the fourth quarter of 2028.

How this differs from MBR apartments, and what suppliers should note

The figures must not be mixed: the Nindya PPP package (8 towers, 288 units, 190 m², Rp2.629 trillion) is not the low-income (MBR) apartment reported by detikKalimantan on 7 November 2026. That MBR block was described as 97.45% complete as of November 2026: one four-storey tower with 65 units of 36 m², fully furnished, with the construction contract ending on 25 November 2026. Existing 98 m² ASN apartments are also not this 190 m² package.

Basuki Hadimuljono stressed that IKN is not funded by the state budget alone. homeX, an Indonesian building-materials platform with a showroom, warehousing and delivery, reads the 288 units plus 109 houses and 82,666 m² of building area as measurable housing-material demand.
