BSPS Home Renovation Programme 2026 Targets 400,000 Houses, Rp17.5 Million for Materials

The BSPS home renovation programme targets 400,000 houses in 2026, with Rp17.5 million per house set aside for building materials.
The Self-Help Housing Stimulus Assistance programme (BSPS), better known in Indonesia as "bedah rumah" (home makeover), has been one of the drivers of building-material demand in the regions throughout 2026. The Ministry of Housing and Settlement Areas (PKP) aims to repair or build 400,000 homes this year, and as the final quarter begins, speeding up work on the ground is the main focus.
53,000 homes completed, overall progress at 57.70 percent
Fitrah Nur, the ministry's director general for settlement areas, told a press conference in Jakarta on Wednesday, 14 October 2026, that BSPS had completed construction and repairs on about 53,000 homes out of the 400,000 target. Overall programme progress stood at 57.70 percent. Some provinces have reached 75 to 80 percent, while around 10 provinces are still relatively low and are being pushed to catch up.
This year's target is a huge jump from 2025, when only 45,000 homes were covered with a budget of Rp1.02 trillion. For 2026, ANTARA reported a BSPS budget of about Rp8.9 trillion, while the ministry's official presentation as of 1 October listed a BSPS ceiling of Rp8.59 trillion, or 68.56 percent of the ministry's total budget. Fitrah said he was confident the 400,000 target can be met by year end.
Rp17.5 million per home for materials
The most relevant part for the building-materials trade is how the aid is structured. Each BSPS home receives Rp20 million, of which about Rp17.5 million is allocated to buying building materials and Rp2.5 million to paying tukang (builders). According to Fitrah, work moves faster once funds are transferred to recipients' bank accounts. In practice, each disbursement wave turns directly into orders for cement, bricks or concrete blocks, roof frames, roofing, ceramic tiles, paint, doors, windows and sanitary fittings at local building-material shops.
Ministry data as of 1 October show some provinces moving quickly. Gorontalo recorded BSPS financial realisation of 70.48 percent; East Nusa Tenggara reached 67.50 percent, with 10,447 of 14,988 homes at the fund-disbursement order (SP2D) stage; and Aceh reached 67.35 percent, with physical completion of 9,784 of 14,555 homes.
2027: 315,000 homes, proposals due in December
The programme continues next year. In its 2027 work plan, the ministry has allocated about Rp8.67 trillion to BSPS with a target of 315,000 homes. Fitrah said 2027 implementation is planned to start in February or March, so regional proposals should be submitted by December 2026. For distributors and building-material shops in the regions, this offers a demand outlook that can be planned from early in the year.
Tips for building-material shops and aid recipients
Because material funds per home are limited, choices need to be efficient. Prioritise structural and roofing work that affects safety, then floors, walls and sanitation. Choose SNI-certified cement, steel and ceramics, and ask for itemised pricing so spending is easy to account for. Building-material shops can stock the items most often needed for simple home renovations and organise collective deliveries per village or ward to keep transport costs down.
