FLPP Subsidised Mortgages Reach 185,333 Homes by 20 October 2026, Targeting 350,000

FLPP subsidised mortgages reached 185,333 homes by 20 October 2026, about 53% of this year's 350,000 target.
Disbursement of subsidised home loans (KPR) under Indonesia's Housing Financing Liquidity Facility (FLPP) has entered a catch-up phase in the final quarter of 2026. The Public Housing Savings Management Agency (BP Tapera) says that from 1 January to 20 October 2026, 185,333 homes were financed with a total of Rp23.09 trillion, about 52.95 percent of this year's 350,000-unit target. For subsidised housing developers, contractors and building-material suppliers, these figures show how much work still has to be completed in the next two and a half months.
39,830 applicants still in process
Data as of 19 October, presented at an evaluation meeting in Jakarta, show that in addition to 184,342 loans already disbursed, 39,830 prospective borrowers were still going through bank financing. Combined, disbursed loans and applications in process total 224,172 units, or about 64 percent of the national target. BP Tapera commissioner Heru Pudyo Nugroho said his team is directly handling technical and administrative obstacles, including coordinating with developers to speed things up. BP Tapera also prepared 42 outreach and marketing events for 19–25 October 2026.
The programme's delivery network is extensive: 43 lending banks, 22 developer associations and 8,287 developers, covering 11,504 housing estates in 391 regencies and cities across 36 provinces. Housing and Settlement Areas Minister Maruarar Sirait urged BP Tapera and the lending banks to focus on resolving problems in order to reach the target.
Best quarter in Q3, but year-to-date still below 2025
According to a presentation by the Ministry of Housing and Settlement Areas (PKP) as of 1 October, FLPP disbursement in the third quarter of 2026 reached 73,477 units, up 8.92 percent from 67,458 units in the same period of 2025 and the highest quarterly volume of 2026. Cumulatively, however, January–September 2026 disbursement of 165,008 units was still lower than the 188,434 units recorded in the same period last year, so a faster pace in the fourth quarter is still needed.
A broader range of recipients
Heru explained that FLPP eligibility has been widened beyond salaried workers. BP Tapera now requires lending banks to channel at least 15 percent of their FLPP quota to informal-sector workers, up from a minimum of 10 percent previously. Small business owners and gig-economy workers are among those targeted. Over the two years of President Prabowo Subianto's administration up to 20 October 2026, subsidised mortgages totalled 464,201 homes worth Rp57.7 trillion.
What it means for the building-materials market
Each subsidised mortgage is generally tied to a house that a developer has completed or nearly completed. The year-end push to meet the target therefore tends to bring demand for finishing materials on site, such as floor tiles, wall paint, gypsum ceilings, frames, doors, and sanitary and electrical fittings. Developers racing to hand over homes need reliable, on-time supply. It is advisable to lock in requirements per block or house type, agree phased delivery schedules with suppliers, and choose SNI-certified products so homes pass quality checks.
