Building Approval PBG Cost for a House 2026: Jakarta Formula and Examples

Building approval PBG cost for a house 2026 in DKI Jakarta is calculated with the Article 92 formula of Jakarta Regional Regulation No. 1 of 2024: total floor area x locality index (0.5%) x SHST x integrated index x built-building index. homeX calculation using an SHST of Rp6,940,000 per m2 (Governor Decision DKI 580/2025 per jakartabuilding.id): the PBG fee for a 36 m2 house on one floor is about Rp224,856 (Rp250,452 with the non-simple building SHST of Rp7,730,000), a 90 m2 two-storey house about Rp583,220 and a 150 m2 three-storey house about Rp1,114,911. This is the PBG fee formula in Jakarta for a new building owned by an individual, not an official bill; we did not find the 2026 SHST, and other regions use their own regulations. Design and processing services are separate from the fee.

Sources: the text of Jakarta Regional Regulation No. 1 of 2024 from JDIH Jakarta (Articles 86-92, 99 and Annex 3.1), which we read directly; the SHST figures, Governor Decision 580/2025, Governor Decision 807/2024 (6 Dec 2024) and the simulations were compared with jakartabuilding.id (data as of 7 October 2026, a secondary source); the three-minister joint decision from pkp.go.id and detik.com; rumah123.com as a secondary comparison; all read on 23 October 2026. Data gaps: we did not find the 2026 SHST and did not read the text of Governor Decision 580/2025 itself; per jakartabuilding.id that decision covers state buildings and the regulation does not name the SHST row for private homes, so the "simple building" row is a jakartabuilding.id assumption we copied; the function index class for homes above 100 m2 with 2 floors is unclear; complexity, permanence and height factors are assumed simple, permanent and coefficient by floor count; fees in other regions follow their own regulations; the final amount is the SKRD from the technical agency via SIMBG; drawing, consultant and processing service fees are not set by the regulation and are not in this data; the rumah123.com figures cannot be reconciled with the formula and are shown only as a comparison. This is not legal advice and not an official bill.
How to calculate the PBG fee for a 36 m2 house (homeX analysis)
homeX calculation, not a bill. LLt 36 m2 x Ilo 0.5% x SHST Rp6,940,000 = Rp1,249,200. It for a one-floor house: If 0.15 x (0.3 x 1 + 0.2 x 2 + 0.5 x 1) = 0.15 x 1.2 = 0.18. Ibg for a new building = 1. Result: Rp1,249,200 x 0.18 = Rp224,856, about Rp6,246 per m2 of floor area. With an SHST of Rp7,730,000: Rp250,452. A 90 m2 two-floor house: coefficient 1.090 so It = 0.15 x (0.3 + 0.4 + 0.5 x 1.09) = 0.18675 and the result is Rp583,220. A 12 m fence (infrastructure, new): 12 x Rp3,530 x 1.00 x 1 = Rp42,360. This formula applies only in DKI Jakarta; the SHST factor changes often.
Beyond the fee: documents, drawing services and exemptions
A PBG application needs architectural, structural and utility drawings; per jakartabuilding.id, architect or drafter fees are not set by the regulation and must be distinguished from the fee. The fee waiver for MBR housing runs through the three-minister joint decision (25 November 2024) and needs local head regulations, and in Jakarta Governor Decision 807/2024, per jakartabuilding.id, targets developers of the Three Million Homes Programme rather than owners building for themselves. Article 99 of the regulation allows relief or waivers through a governor regulation. Ask your local permit office before dropping this item from the budget.
Buyer tips
- Separate the fee (calculated by the agency) from drawing and processing service charges when asking for quotes.
- Ask for the LLt, indices and SHST the agency used on the SKRD.
- Check with the local office whether your house qualifies as MBR housing or for an exemption.
- Also budget for drawings, consultants and inspections that are outside the fee.
