Source: BPS, publication Construction Cost Index by Province and Regency/City 2026 (released 1 October 2026, publication no. 06200.26018); provincial figures come from two GoodStats Data summaries citing BPS because the BPS tables are not machine-readable on the publication page. Data gaps: Medan own value, IKK of provinces outside the two top-10 lists, and regency/city IKK beyond those named by the source (for example Tangerang City) were not found. We do not compare with IKK 2025 because the reference city and coverage of other years must be checked in their own publications. The BPS page shows a publication date of 2 October 2026 while the page metadata says 1 October 2026. Data as of 23 October 2026.

What IKK is and how BPS calculates it

Per the BPS abstract, IKK 2026 is a price index describing how expensive construction is in a regency/city compared with Medan as the reference city. It covers 38 provinces and 514 regencies/cities. The data come from the Construction Cost Price Survey in Q3 and Q4 2025 and Q1 and Q2 2026, collecting material prices, heavy-equipment rental and construction wages. Weights use Quantity and Price Lists, the Ministry of Public Works unit price analysis book, and APBD realisation. BPS says IKK 2026 is a main component in calculating the General Allocation Fund for fiscal year 2027.

How to use IKK in a bill of quantities (homeX calculation)

homeX analysis, not an official BPS method: for a rough estimate, multiply a reference cost by the ratio of the destination IKK to the origin IKK. Example: DKI Jakarta 127.36 versus East Java 99.28 is a ratio of 1.283, about 28.3% more expensive; versus Banten 99.07 the ratio is 1.286 (about 28.6%). Papua Highlands 260.15 versus NTT 89.06 is about 2.92 times. The ratio blends materials, equipment and wages, so it cannot be applied to a single item such as cement; use local shop prices for items. A national reference cost is in the homeX cost-per-m² house article.

Data limits to keep in mind

IKK is an index relative to Medan, not rupiah per m². The figures above come from third-party summaries citing BPS; for tenders or audits use the official tables in the BPS publication (a 19.57 MB file), not this table. The GoodStats summaries for West and East Java contain a year typo and an abbreviation typo, so our regency/city detail article only uses figures consistent with the source text.

Buyer tips

  • Use IKK to compare regions, not to price a single material.
  • For projects outside Java, ask for written quotes with freight separated from the goods price.
  • Check the project regency/city IKK in the official BPS table before building a cross-province bill of quantities.
  • Follow the monthly BPS IHPB release for material price direction between annual IKK releases.
