Ceramic Tile Imports Indonesia: Selective Relaxation, Local Output Protected

印尼瓷砖进口政策:工业部拟选择性放宽,本土已能生产的品类继续保护

Ceramic tile imports Indonesia will not be thrown open. On 21 October 2026, Industry Minister Muhammad Sarmuji said relaxation is only possible for special-specification tiles that are not produced in Indonesia, while products already made by local factories stay protected. For contractors and hardware stores, this means mainstream tile supply will keep relying on domestic production.

Ceramic tile imports Indonesia: very selective relaxation

Sarmuji spoke after meeting the Indonesian Ceramic Industry Association (ASAKI). According to Warta Ekonomi, he gave the example of tiles used for particular purposes in particular buildings that are not produced domestically at all; such types could be reviewed for relaxation. Products that the domestic industry can make, on the other hand, will be protected as far as possible.

The Ministry of Industry has been tightening import controls through the Indonesian National Standard (SNI) and other policies. Sarmuji also revealed reports of intimidation against officers who handle import licensing. He said those officers would be fully protected and the government would ask the authorities to provide adequate security.

Dumping: China already pays anti-dumping duty, India under study

On suspected dumping, Sarmuji said tiles from China are already subject to anti-dumping import duty (BMAD), while similar suspected practices from India still need to be studied and verified. The government will coordinate with other ministries to keep competition fair.

Indonesian ceramic industry: big capacity, squeezed utilisation

CNBC Indonesia reported that Indonesia is now the world's fifth-largest tile producer after China, India, Brazil and Vietnam, up from seventh, citing Ceramic World Review. ASAKI chairman Edy Suyanto is targeting fourth place next year. Installed capacity in 2026 reached 686 million m², with utilisation rising from 73% in 2025 to 75% in 2026, or output of about 510 million m².

ASAKI is also preparing a second expansion phase for 2026–2028 of 110 million m², with investment of about Rp12 trillion and 7,000–7,500 new jobs. According to Edy, new plants in 2024–2028 total about 190 million m², or 2.5 times import volume, so the association believes domestic demand can be met locally. If the 3 million homes programme is realised in 2027 with type-36 houses, tile demand is estimated at about 108 million m², which could lift utilisation from 75% to 90%.

Gas supply is still a cloud

On 16 October 2026, CNBC Indonesia reported that about 1,400 ceramic workers had been affected by gas supply disruption: roughly 500 were laid off in July and about 900 more were sent home. Utilisation, which averaged 75% in January–August, fell below 70% in October and could be around 60% in November–December. ASAKI reported the situation to the ministry in mid-September.

What it means for buyers and projects

For housing and renovation projects, the policy sends a few practical signals:

  • Common floor and wall tile sizes will remain dominated by local SNI-marked production.
  • Special-specification tiles for particular buildings may become easier to bring in if the relaxation is actually applied.
  • Gas disruption could affect the availability of certain designs or sizes, so project orders should be planned early and stock confirmed.
