Giant Sea Wall Java Starts in Demak with Mangroves, HexBricks and Bamboo

爪哇北岸巨型海堤在淡目启动:先种红树林,配合 HexBricks 与竹结构

The Giant Sea Wall Java project officially started on 19 October 2026 in Timbulsloko village, Sayung district, Demak regency, Central Java. The first stage is not concrete but a nature-based pilot of mangroves, HexBricks modules, earth ridges and bamboo structures. Construction of the physical dike is targeted to begin in 2027, so large material demand will build over the coming years.

Giant Sea Wall Java begins with mangroves

Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY), who also chairs the programme's steering board, planted mangroves with Central Java Governor Ahmad Luthfi. According to his ministry, the Java north-coast protection programme covers about 575 km of coastline in 25 regencies and cities across five provinces, from Banten to Gresik, combining an offshore dike, a coastal dike and nature-based solutions.

What HexBricks are

The Central Java government said the Timbulsloko pilot uses HexBricks, a modular innovation from the National Research and Innovation Agency (BRIN) produced by local residents, combined with earth ridges and bamboo structures to dampen waves and trap sediment so mangroves can grow. The mangrove pilot area covers 6.56 hectares with a 2.94 km protection line, and initial planting took place on a 1,200 m² plot.

Central Java has about 651 km of northern coastline running through 17 regencies and cities. Through the Mageri Segoro programme in 2025, the province planted 2.34 million mangrove seedlings on 257 hectares.

Timeline: physical dike from 2027

ANTARA Central Java reported that the Java North Coast Management Authority (BOPPJ), led by Didit Herdiawan Ashaf, prepared the pilot as a first step. Nazib Faizal, a deputy at the coordinating ministry, said physical dike construction is planned for next year, 2027. President Prabowo Subianto has said the coastal protection work could take up to 20 years.

Impact on cement demand

In its 21 October 2026 cement volume report, Mirae Asset Sekuritas projected cement volume growth of 2.0% in 2027, supported by existing projects, the giant sea wall and community health centre (puskesmas) renovations. Analysts have therefore already counted the project as one source of demand, although the biggest share will only arrive once dike construction starts.

What it means for building-materials suppliers

  • Short term: demand centres on simple materials and local labour, such as bamboo, earth and resident-made HexBricks modules.
  • From 2027: the physical dike will need cement, concrete, steel and structural materials in large volumes along the coast from Banten to Gresik.
  • Logistics: sites spread across five provinces make warehouses and distribution routes along the north coast important.

Beyond state projects, coastal residents whose homes are hit by tidal flooding keep needing repair materials such as floor raising, waterproofing and roofing that copes with humid weather. This demand often comes suddenly after floods, so stock in a nearby warehouse matters.
