Details of the Sumatra infrastructure recovery

The coordination meeting of the Rehabilitation and Reconstruction Acceleration Task Force was held at the Home Affairs Ministry and attended by Home Affairs Minister and task-force chief Muhammad Tito Karnavian. The largest share of the budget goes to water resources, followed by roads and bridges. Of the five completed bridges, three are in Aceh and two in West Sumatra.

In water resources, eight irrigation areas are still being tendered. River mouths are a focus because they control flow from upstream to downstream: of 29 locations, four are finished and six are under way at about 14.94%. The ministry is also building 11 sabo dams at 35.58% progress and 94 raw-water pumps at only 10.33%.

Temporary housing and settlements

The remaining 120 temporary housing units are in Tuka district, Central Tapanuli, at 97.41% progress. In human settlements, drinking-water systems are at 54.55%, final waste-processing sites at 62.35% and sludge-treatment plants at 62.04%. Tito said the Finance Ministry has disbursed about Rp21.1 trillion of the Rp22.3 trillion requested, and river normalisation is a priority because heavy sediment could trigger floods in Solok, Padang, Central Tapanuli and several regencies in Aceh.

Impact on building-material supply

About Rp9 trillion of the 2026 allocation cannot be carried out because too little time remains, so it is proposed to move to 2027. As a result, demand for cement, rebar, aggregates, pipes and pumps in Sumatra is likely to stay high next year. Contractors and building-material shops in the region should plan stock levels and delivery routes for the rainy season.
