The Highland Papua special houses programme
According to a progress briefing from the Ministry of Housing and Settlements (PKP) on 12 October 2026, the 2,200-unit plan consists of 2,000 type-45 houses for low-income families and 200 type-90 houses for community leaders. They are spread across 132 districts in eight regencies: Jayawijaya, Lanny Jaya, Tolikara, Mamberamo Tengah, Pegunungan Bintang, Yalimo, Yahukimo and Nduga.
As of 7 October 2026, 664 units had passed technical verification, 200 were in process and 1,336 had not started. The plan has been discussed by the housing minister, the home affairs minister and the heads of BPKP, LKPP and BPS. One proposal is to channel funds directly to the provincial government.
Bedah Rumah in 2026
Besides the special houses, the province received 3,689 Bedah Rumah units in the 2026 budget. Jayawijaya received 600, Pegunungan Bintang 589, Lanny Jaya, Mamberamo Tengah and Yalimo 500 each, Yahukimo 377, Nduga 361 and Tolikara 262. A total of 1,656 units had passed verification and 553 had been confirmed by the commitment officer's decree.
Material and logistics challenges
The ministry lists several challenges: spatial planning, customary land titles, security, accessibility and basic infrastructure such as clean water, electricity and drainage. Some proposed sites are still in forest areas.
For a school flats project in Jayawijaya, the ministry noted difficulty moving materials from Jayapura to Wamena. The contractor responded by ordering more materials locally and using stock from building shops in Wamena. Thousands of special houses will likely need the same approach.
What it means for suppliers and contractors
- Volume planning: standard house types make it easier to estimate cement, steel, roofing and frames per unit.
- Intermediate warehouses: stock in hub towns reduces the risk of delays when weather or access is disrupted.
- Staged delivery: delivery schedules that follow the work sequence lower the risk of materials being damaged on site.
Timelines and funding schemes may still change with government decisions. homeX, a building materials platform with warehousing and delivery, is following this housing programme for project procurement needs.
