Construction Electronic Catalogue V6: Mini-Competition or Negotiation, 2026

建筑电子目录 V6:迷你竞争或议价,2026 年政府采购建材规则

Construction electronic catalogue V6 is the LKPP e-purchasing channel for government spending on construction materials and equipment. The method rules changed twice: Catalogue V5 for the construction showcase was switched off on 31 July 2025 and construction purchases had to use Mini-Competition; then the 7 May 2026 notice allowed Mini-Competition or Negotiation for 11 product groups. This article puts the INAPROC notices, the Electronic Catalogue V6 Terms and Conditions version 1.4 (11 August 2025) and LKPP Head Decision 93/2025 (8 July 2025) into one table. For dealers and building material suppliers it matters because it decides who has to compete on price. Data as of 23 October 2026; this is not legal advice.

Data gaps: we did not read the PDF attachments of either notice; we did not read Perpres 16/2018 and its amendments; terms versions after 11 August 2025 were not checked; catalogue product lists and prices were not opened; we do not know whether homeX or any given supplier is registered in the catalogue (nothing is claimed). The HEA calculation is a hypothetical example. Confirm with the agency UKPBJ or INAPROC service (phone 144) before transacting. Data as of 23 October 2026.

What the method change means for material suppliers

homeX analysis, not legal advice: in Mini-Competition the buyer compares 2 or more providers for the same or similar product, so price and equivalence of specification decide, plus domestic-product priority based on TKDN. In Negotiation the buyer deals with a single chosen provider; the document says nothing about how the buyer picks that provider beyond weighing the nature of the need, product availability and provider capacity. For dealers, the most concrete preparation per the terms is a matching NIB and KBLI, a TKDN certificate where available, tax invoices, readiness to answer within 3 calendar days, and prices consistent with sales outside the catalogue.

Final Evaluation Price example (hypothetical)

homeX calculation with the formula in Decision 93/2025, for goods value above Rp1 billion only: a bid HP = Rp1,200,000,000 with 40% TKDN gives KP = 0.40 x 0.25 = 0.10, so HEA = (1 − 0.10) x 1,200,000,000 = Rp1,080,000,000. Another bid of Rp1,100,000,000 without TKDN has an HEA of Rp1,100,000,000 and ranks lower. Note the ranking already prioritises domestic products before price, so this example only illustrates the price comparison within the same priority group.

Buyer tips

  • Check your product category in the catalogue announcement document: method rules differ for each construction product group.
  • Prepare a TKDN certificate and NIB/KBLI documents before registering as a provider.
  • Make sure catalogue prices are not higher than sales outside the catalogue for the same period, volume and city.
  • Answer orders and negotiations within 3 calendar days (excluding Saturday and Sunday) so the order is not cancelled automatically.

FAQ

Is Mini-Competition still mandatory in Catalogue V6 for construction materials? Since the 1 September 2025 notice the construction category must use Mini-Competition. The 7 May 2026 notice relaxed this to Mini-Competition or Negotiation for 11 product groups, including main processed materials, main base materials and structural components.

Who negotiates in Catalogue V6? Per terms version 1.4: PPK for transactions above Rp200 million, PP for transactions up to Rp200 million (may be passed to PPK). Maximum response 3 calendar days (excluding Saturday and Sunday).

What are TKDN and HEA in Mini-Competition? TKDN is the domestic content level of a product. For goods above Rp1 billion, bids are assessed with the Final Evaluation Price HEA = (1 − KP) x HP, KP = TKDN x highest preference 25% (LKPP Decision 93/2025).
